Nepal's higher education sector has taken a significant step toward expanding digital academic access. On Bhadra 30, 2083 (September 15, 2026), Rajarshi Janak University, the University Grants Commission (UGC), and Tribhuvan University Central Library (TUCL) signed a Memorandum of Understanding in Kathmandu to create a shared repository for digital learning and research materials.
Through this agreement, students and faculty members across participating institutions will receive access to e-books, online research journals, reference databases, dissertations, and open educational materials. Alongside Rajarshi Janak University, institutions including Kathmandu University, Pokhara University, Purbanchal University, Nepal Open University, Mid-West University, and Far Western University are participating in this digital library network.
Each participating university will nominate institutional focal points to gather student and faculty email addresses, enabling secure remote logins. Under the implementation framework, the UGC will supply annual financial grants for e-resources along with technical assistance. TUCL will oversee the management of digital resources, setup of remote access gateways, metadata integration, and user training sessions.
To ensure consistent implementation, a seven-member National Steering Committee has been established to review progress at least twice every year. The memorandum will remain active through July 15, 2032, aiming to bridge the resource gap between central libraries and regional campuses.

Students will soon be eligible for institutional login credentials provided by their campus administration, granting remote access to subscribed global research databases and online academic texts.
